Some states already do this. Sadly it doesn't work very well and is really just a money maker for the companies that slip their way into the contracts. The people just borrow vehicles, have other people blow into them, buy vehicles for cash, don't register them under their names, etc. The list goes on and on.

I'm on board with it. I do have a friend who had 2 and has had one. I know she hasn't done something stupid as long as she has had it so that's a good thing. I'm wondering if this proposal is for a lifetime sentence of blow n go or if there is a period of time after which you're "rehabilitated" and able to have it removed?
Would this also be retroactively applied?

My one concern is would a breathalyzer alter the ignition tumbler in a major way? If it is yes, god no.

I know those kinds of things happen, but I can't help but think that most people with this kind of behavior will get tired of having to try so hard just to drive everyday.

You overestimate the ability of stupid people to realize they are being stupid. It's not an anomaly, something like 80% of people with these devices circumvent them on a regular basis. There was a huge study done and it came back so negatively that the government agencies that sponsored it chose to pretend it didn't happen... pretty much the same thing that happened with red light camera studies.
If they really wanted this to work, they would simply give the people angle monitors that measured their blood alcohol level and tell them they are banned from getting drunk for x years. If they trigger the bracelet, they go to forced labor.
